Will pending legislation in Pennsylvania mean charitable status is determined by state legislature, rather than IRS?

 

"Members of the Pennsylvania legislature are pushing back against a state Supreme Court decision that made it more difficult for hospitals to prove they are nonprofit organizations deserving of tax-exempt status. Under pressure from The Hospital & Healthsystem Association of Pennsylvania and other groups, the Pennsylvania Senate last week passed a bill to amend the state's constitution and give the legislature sole authority over how to define a public charity.
